摘要:
基于应急阶段现场调查、强震动观测,结合震区地质构造、震源机制解、地震序列空间分布等,评定了2021年云南漾濞MS6.4地震的烈度分布。通过对各类震害现象的系统收集和综合分析,归纳了本次地震震害的基本特征并对震害原因进行了初步分析。对照云南地区其他同等级别地震烈度与震害,总结了现场调查得到的初步认识。本次地震形成了呈不规则椭圆状的Ⅷ度、Ⅶ度和Ⅵ度3个等级的烈度区,且长轴均为NNW方向,与震中附近的维西—乔后断裂走向一致,也与强震动观测记录、地震序列空间分布及震源机制解相吻合。此次地震灾害与云南同等级别地震相比明显偏轻,其原因主要是主震前持续多日、不断升级的前震活动警示作用,以及各级党委政府采取了及时有效的动员和疏散避险措施; 震区的土木结构房屋震害严重,应科学规划城乡建设布局,逐步减少土木结构房屋存量,提高综合防灾减灾能力; 各级政府应高度重视、加大帮扶地震中房屋遭到严重破坏的山区农村居民,避免因灾返贫的情况发生。
Abstract:
Based on the field investigation and near site strong motion observation of the Yangbi MS6.4 Earthquake,and according to the earthquake's focal mechanism solution,aftershock distribution,and the geological tectonics,we estimated the seismic intensity of the earthquake.Then we have summarized the essential characteristics of the seismic damages and made the initial explanation of the damages based on the various damage phenomena.By comparing with the seismic intensity and damages caused by other earthquakes with similar magnitude in Yunnan Province,we proposed some preliminary countermeasures for and suggestions about promoting the integrative competence in seismic disaster prevention and mitigation.The major axis of the intensity zone of the earthquake is in NNW direction,which is consistent with the strike of the Weixi-Qiaohou fault near the epicenter,and coincides with strong motion observation records,sequence's spatial distribution,and focal mechanism solution of the earthquake.Compared with the same-magnitude earthquakes in Yunnan,the disaster of the Yangbi MS6.4 Earthquake is obviously lighter.The main reason is that the foreshocks had been occurring continually for many days before the main shock,and the CPC committees and governments at all levels took measures to mobilize and evacuate people timely and effectively.It is necessary to scientifically plan the layout of urban and rural construction,gradually reduce civil structure buildings,and improve the comprehensive ability of disaster prevention and mitigation.Governments at all levels should value highly and make great efforts to help rural residents in mountainous areas whose houses were seriously damaged by the earthquake to prevent returning to poverty due to the disaster.
