大地震的发生往往伴随着各种各样的次生和衍生灾害,呈现出“群灾并发”的状态。地震次生和衍生灾害造成的损失可能远远超过地震本身。2025年3月28日缅甸7.9级地震成为全世界关注的焦点,根据目前收集的缅甸7.9级地震相关灾情,结合以往大震现场灾害调查、烈度评定、损失评估和科学考察积累的资料、数据和经验,以及国内外大量历史和现代大震事件,分析归纳了大震次生及衍生灾害发展演变的共性与个性,继承性与新生性,以及大震次生、衍生灾害的发展趋势。从成灾机理角度,探讨了大震危险区与次生灾害隐患区的耦合关系,以及地震次生灾害与重大基础设施和现代化生命线系统的耦合关系。据此提出了大震及其次生灾害一体化治理,跨部门、跨学科系统性防治,以及推进相关国际合作等对策建议。
Usually,there are various secondary and derived disasters accompanying the occurrence of large earthquake.What is worse,the loss caused by secondary and derived disasters may be much more than that caused directly by the earthquake.Based on the collected disaster information related to the Myanmar M7.9 earthquake occurring on March 28,2025,the long term accumulated data and acknowledge from earthquake disaster survey,earthquake intensity assessment,loss evaluation and scientific investigation on site,combining with abundant historical and recent earthquake disaster events occurring in China and other countries,the universality and individuality,inheritance and novelty of the evolutionary trend of the secondary and derived hazards have been analyzed and summarized.Furthermore,the temporal and spatial coupling relationship between the earthquake disaster and the secondary disaster,the relationship between the secondary disaster and the modern lifeline systems are discussed.On this basis,several countermeasures such as the integrated management of the earthquake disaster and the secondary disaster,the systematic preparedness and mitigation by cross-departmental and cross-disciplinary,and international cooperation,have been proposed.
