梳理了系统论、复杂性科学以及复杂城市系统理论脉络,对比分析了一般系统论、复杂系统理论下的韧性框架内容,总结了基于网络的复杂性系统视角下的评估指标。在系统分解的基础上,确定基于网络化系统和韧性特征的5项指标,并使用ArcGIS平台、Python语言实现指标数据量化计算,以北京市六环路内189个街道(办事处)为研究区,对其医疗系统进行韧性评估,结果显示:研究区内街道韧性呈现圈层式衰减的空间分布模式; 按区(县)对医疗系统的地震韧性汇总表明,东、西城区医院密度分别为1.41和1.25个/km2,远高于其他区(县),应合理配置医疗资源空间,促进城乡医疗公平。

Firstly,the evaluation indexes from the perspective of complex system and network are summarized,the system theory,the complexity science and the complex urban system theory are sorting out,and the resilience frameworks under general system theory and complex system theory are compared and analyzed.Secondly,based on system decomposition,5 indices are used to do some data quantitative calculation with network system and characteristics of resilience,which depends on ArcGIS platform and Python language.Taking 189 blocks in the six cirde epress way in Beijing as the study area,we evaluate the medical system resilience.The results show that the spatial distribution of the blocks' resilience shows a pattern of circular attenuation.According to the summary of districts resilience of medical system,the density of hospitals in eastern and western districts is 1.41 and 1.25 /km respectively,which is much higher than other districts.Therefore,the spatial allocation of medical resources should be reasonably carried out to promote the fairness of urban and rural medical treatment.
